Role Of Technology In Border Management

Why in the news?

Union Home Minister inaugurated the smart border fencing project and the project BOLD-QIT (Border Electronically Dominated QRT Interception Technique) under the comprehensive integrated border management system (CIBMS) Programme in 2019.

Comprehensive Integrated Border Management System (CIBMS)

It is a robust and integrated system that is capable of addressing the gaps in the present system of border security by seamlessly integrating human resources, weapons, and high-tech surveillance equipment.

It has three main components:

a. New high-tech surveillance devices such as sensors, detectors, cameras, etc. as well as existing equipment for round-the-clock surveillance of the international border.

b. An efficient and dedicated communication network including fiber optic cables and satellite communication for transmitting the data gathered.

c. A command and control center to which the data will be transmitted providing a composite picture of the international border.

Smart fencing at the borders under CIBMS is a technological solution devised to address the security issues in the Border States.

BOLD-QIT under CIBMS is the project to install technical systems under the CIBMS, which enables BSF to equip Indo-Bangla borders with different kinds of sensors in the unfenced riverine area of the Brahmaputra and its tributaries.

Role Of Technology and Way Forward::

Upgrading the existing system:

Technology can be integrated with the existing systems to facilitate better detection and interception.

Checking infiltration: Infiltration can be checked via land, underwater, air, and tunnels by deploying close circuit television cameras(CCTV), thermal imagers and night vision devices, etc.

Facilitate Cross Border Trade:

For example, Blockchain technology can be implemented to process transactions quickly and securely. It also makes the process of identification and tracing of illegitimate trade easier.

Improved Communication: Deployment of dedicated satellites to capture still images and high-resolution videos of the border areas has the utmost importance.

Improved Intelligence inputs and Surveillance: Through Remote sensing satellites, radar satellites and satellites with synthetic aperture radar (SAR) sensors that are capable of providing day and night all-terrain and all-weather inputs.

Skill development and optimal use of resources: Adequate skill set must be developed in all ranks of defense officials to optimally handle high tech equipment and process the information provided by them.

Indigenous manufacturing and import minimization:

The Govt instead of procuring maximum equipment from outside should encourage and facilitate the development of indigenous products of international standard which has a dual benefit.

Uninterrupted Power Supply in difficult terrains:

Last but not least, without power sources the high-tech technology is useless.

Hence Govt. should harness alternative energy sources and encourage private investment in difficult terrains to ensure uninterrupted power supply.
